Chapter Text

Bakugou aggressively swung the doors of his office open the next morning and stormed inside. Both Kirishima and Kaminari waited for him, looking terrified. "What the fuck happened last night?! Does someone want to explain to me... what the fuck happened?!" he yelled, slamming his hand down against his desk.

"Well, sir, they had knockout gas..." Kaminari squeaked. "Me and my men were taken out immediately. When we went through the treasury, she didn't actually take much. I mean... some of the things she took were extremely... uh... expensive. A few gems... some jewelry... but most of it is... still there. Actually the Prince and Lady didn't seem that upset about it... the crown wasn't stolen, that was what mattered the most to them."

"Of course that’s what the Prince said," Bakugou hissed. "He’s more concerned about his woman than anything else right now."

"Well..." Kaminari muttered, looking nervous to speak up. "I think it’s more that he doesn’t understand your obsession with her."

"Obsession!? It’s not a goddamn obsession!" he snarled. "She’s terrorizing the ocean-"

"I thought she wasn’t doing anything wrong really?" Kaminari took his life into his hands speaking up.

And for a moment, Bakugou faltered. He opened his mouth as if to say something, but he could only hear her words echoing in his head. She only stole what she needed… never hurt anyone, and gave it back to people in need. When it came to the concept of good and bad, things weren’t always so black and white. He knew that. He knew Uraraka Ochako wasn’t necessarily bad...

Bakugou shook his head, attempting to dispel his doubt. "She is making a fool of our navy and I will find her."

"I thought you... found her?" Kirishima muttered.

Fuck. He had found her! He had her, right in his goddamn grasp and he literally let her slip away. Practically opened the goddamn door for her.

This was it. No longer would he be fooled by her.

"We're barricading her ship in," he said. "She is not getting away with gems from the castle."

"But, Admiral, we don't know where her ship is!?" Kaminari stated.

"It's here. They haven't left the mainland," he said.

Tilting his head, Kaminari looked confused. "How do you know?"

"Because, if they took that ship out last night, it would've been guaranteed we would've followed her. That ship is somewhere near here, and we are going to barricade the mainland to stop any ships from getting out. Do it now, and don't warn anyone. Word must not get out!" he snapped.

"But Bakugou... it's supposed to storm today and if the seas are rough..."

"I'll take my goddamn chances! I refuse to let her get away a second time!" he snapped.

"Technically wouldn't it be the a third time, since she got away last night?" Kaminari pointed out bluntly.

"SHUT UP, I WILL MURDER YOU!" Bakugou yelled. "Ready the ships."

"Y-Y-Yes sir!" Kaminari stammered and rushed out the door.

Kirishima began to follow him, but narrowed his eyes. "I saw you kiss her last night. I don't know what the hell you're trying to prove Bakugou, but..."

"I did not kiss her!" he growled. "She... kissed me. I refuse to let her get away again. She may have fooled me once, but I will not let her fucking trick me again. Pirate bitch," he hissed, slamming his fist against the wall. He swung his jacket around himself and grabbed his hat.

"What did she say to you?" Kirishima asked. "I saw you dancing for a long time with her...'

Bakugou looked at Kirishima, and ran his teeth over his lips. He couldn't tell him what Uraraka said. He couldn't tell him of the conflict whirling inside of his body. Was it... true? Was she really only giving her money to the poor?

If he killed her, would the common folk hate everything he did? Perhaps he was going about it all wrong.

No. He made his decision. It was just a trick... another dirty trick to fool him into thinking she was a goddamn good person when she was just a dirty pirate, as he always thought.

"We're leaving."

Kirishima let out a long sigh. "As you wish, sir." He glared at him, passing by him.

Normally, Bakugou would need to ask Todoroki to use so much of the royal fleet for something as large as a city barricade. However, for anything he deemed an emergency, he had the power to take action himself. This time, he decided it sure as hell was an emergency.

He made his way to his ship, leading the front of the barricade. Kirishima and Kaminari led their grouping of the fleet, following behind the Admiral's large ship. He could tell Kirishima didn't agree with this choice. A storm brewing on the horizon could mean danger for all the ships in the fleet, no matter how close they were to land, and fighting so close to shore could cause more of a problem than Bakugou cared to admit.

However, he was done dealing with pirates.

The line of ships followed the coastline, wrapping around the bay, stopping any ships from entering or leaving.

In the distance thunder began to roll and a drizzle of rain had started. From the coast, it was easy to see the line of ships, and Bakugou was certain it was only a matter of time before the Prince knew what he was up to. He honestly didn't give a shit if Todoroki agreed with his methods.

He was going to stop this woman once and for all.

All he had to do was wait.

~~

"They're barricading the bay," Uraraka grunted, tying the small dinghy to the ship.

"What?!" Ashido yelled.

"We have to get out of here as fast as we can," she said, gripping the ladder as she climbed up the side of the boat.

"Captain! Thank goodness you're safe!" Iida said, practically falling against her to hug her.

"Yes! But we need to get out of here immediately, Iida!" she said, shaking her head.

"Well, there is a storm on the way, I advise us staying in port until-"

"There's no time! They're barricading the bay! We'll never get out if we don't leave right now!" she hurried, her voice breathless as she turned to Ashido. "I need to get this damn dress off! Get us out of here, Iida!"

"R-Right!" Iida said, saluting her.

She ran down to her main cabin, Ashido quickly followed behind. Uraraka tugged her dress off, standing in her stockings and corset. "Get this off of me," she hissed as Ashido quickly began to undo her corset.

She grabbed her loose fitting dress and sash, pulling her leggings up and shoving her feet into her boots. "Much better, don't you think?"

"You did look really cute in the dress!" Ashido said. "But this is more you," she smiled.

"Exactly."

Uraraka hurried up the steps, skipping every other one as she went. A few drops of rain pelted her in the head and she could see boats swarming on the horizon. "Dammit... The fleet is already here!" she breathed, panicking. "Sero! Is there anything we can do!? Another route?!" she called out to him, looking as he looked panicked behind the wheel.

"Unless we can beat the barricade there's no other way out and we've already given away our location!"

"D-Dammit!" she breathed.

"Uraraka... what are we going to do!?" Deku asked, coming to stand next to her.

She clenched her fists. She didn't have very many options left. "FULL SPEED AHEAD! We need to beat the barricade! The Uravity is faster than their ships!" she said.

The rain began to pour, as the ship sped towards the fleet. The ships were spreading across the bay and Uraraka felt her lip tremble. This was all her fault. Her entire crew was going to get caught because of her foolish plan to steal from the castle. Iida had warned her and she hadn't listened, wanting to prove something.

To who, though?

Herself? The Admiral? Maybe she just liked the look in his eye. Maybe she just liked tricking him, maybe she liked... playing.

All this for a childish game, and so many people's lives were at stake now.

"We-We're going to collide if we keep going straight!" Sero yelled out and Uraraka's eyes widened, the fleet fast approaching. She swallowed, letting Sero stay the course... just a little faster and they could...

There was no way. If they rammed the fleet, the Uravity could be seriously damaged.

"T-TURN!" she yelled, slamming her eyes shut as the ship rocked to the side. The wind began to pick up, rain soaking through her clothes. Her hair blew around her cheeks as the large boat approached her. "R-Ready the cannons!" she called out, and dashed towards the main deck. She knew there was no time, and she tried not to panic as dread settled over her system.

She wasn't an actual Queen. She wasn't even an actual pirate. Did she really think she could outsmart Admiral Bakugou Katsuki... one of the most intelligent tacticians the royal navy had seen!?

"Hook-shots!" Deku cried out, pointing as large hooks shot out and attached to the side of the boat, dragged the Uravity next to one of the main fleet ships.

Large planks rose up and slammed down, connecting the two ships, and Uraraka covered her eyes, her hand a feeble attempt at shielding her from the downpour.

"Y-You should... abandon ship!" she called out, her voice shaking. This would be the end... of her and her ship. There was no way she could escape the Admiral a third time... not when he had her barricaded in like this.

"Abandon ship?" Deku asked, placing his hand on her shoulder. "Never. We would never abandon you."

"Never!" Ashido smiled. "This is our family, Uraraka."

"We will be by your side until they allow us to be no longer," Iida nodded.

"Like we'd really ever go anywhere!" Sero smiled, the four of them standing next to her, getting soaked by the rain.

Deku smirked, his hand on his sword. "I figured we were in for a big fight," he laughed.

Uraraka looked at her crew, all of them ready to take up their swords. She bit down on her lip, planting her feet on the slippery deck. "You're right. We aren't giving this ship up without a fight," she said, drawing her sword. She held it out in front of her, staring at the planks in front of her, watching as the Admiral slowly approached them.

"Permission to come aboard?" Bakugou smirked, placing his boot on one of the planks. "Ah right. I don't need to ask thieves for permission," he chuckled, walking across the boards. Behind him, his guards followed, all of them walking slowly across the planks as the rain pelted at their skin.

Uraraka held her sword up, clutching the handle tightly. "You do NOT have permission to come aboard, Bakugou Katsuki," she hissed. "We have done nothing wrong. Leave."

"Nothing wrong?" He drew his sabre and held it out towards her, his blond hair sticking to his forehead, wet from the rain. It was a shame he was so handsome. "You are wanted criminals and you stole from the castle last night. I have every goddamn right to hold you here! If you will not give yourself up willingly, I will kill you here."

"We're not going down without a fight," she hissed and charged for him, her sword held high as she swung.

The deck was slippery, the rain soaking the wood the more intense the downpour grew, but Uraraka held her ground, pressing her sword against Bakugou's. The clanging of the metal grew louder as she heard her crew fight around her. There were far too many guards, far too many for them to actually have a shot at winning this battle, but she sure as hell was not going down without a fight.

"Give up, Uraraka," he hissed, moving his sword towards her. "You're all out of tricks now," he chuckled, his voice drowned out by the thunder.

"It really is too bad you've got such a horrible personality!" she laughed, their swords clanging as she charged again. "You really are an attractive guy."

"I won't fall for your seducing techniques anymore," he hissed.

"Oh? Were you seduced?" she laughed. "I actually was just being honest, no tricks." She grunted, pressing against his sword. She felt her boot slipping back against the wood, raindrops slipping down her cheeks.

"Shut up! I will fucking kill you!" he growled.

"You keep saying that, and you've yet to do it," she leaped back and ran towards the quarter deck. Maybe if she could lure him away, she could give her crew a chance to fight back against the guard without him noticing.

He immediately chased her and she turned just in time to block another swipe form his sword. "D-Dammit," she said, slipping back against the wet deck.

"You're not going to win this time, Uraraka."

She fell backwards and gripped the steering wheel, swinging her sword towards him. He blocked her attacks and she grunted, ducking down to attempt to kick his legs out from him. Instead, he swiped downwards and nicked her shoulder. "AH!" she gasped, and fell to the ground, rolling to the side.

Thunder clapped in the distance. The storm was getting closer, the waves of the sea getting rougher as they picked up height.

Her shoulder stung, blood immediately soaking through her shirt and she pushed herself up with her free hand. "You're an idiot, Bakugou Katsuki!" she grunted. "If you kill me, worse pirates will rise up. I know you don't believe me, but I know it's true."

"Enough with your LIES!" he growled, and swung again.

This time she blocked him and stood up, pushing him back with a large yell. She breathed heavily, her brown locks whipping across her face. She was a pirate for the right reasons. She couldn't let the Admiral kill her, not when so many people believed in her and needed her. She glanced back for a moment, looking at her crew.

Sero had tied two guards up with a rope and was using other pieces of rope to keep a few guards at bay. Iida was in a heated fist fight with another guard. Ashido was desperately clashing swords with the red haired man she spoke to the other night, and Deku used two of his swords to keep multiple guards away from him.

They were fighting with their lives... and Uraraka wasn't about to give up on them... or give her own life. There had to be something she could do. Bakugou wanted to destroy pirates... something Uraraka never really even wanted to be. Something at her core she hated. Yes, she was technically a pirate... but that was never her intention. She wanted to help those less fortunate than her... if the title pirate came with that so be it.

But what if... she helped Bakugou. Her eyes widened as she stared at his charging form.

"WAIT!" Uraraka yelled. She held the sword up and bit down on her lip. "What if I... I... made you a deal?"

Bakugou charged for her and knocked her backwards. She fell to the ground by the steering wheel, at the edge of the quarter deck. Her hair whipped in her face.

"I don't make deals with pirates!" he snarled, pointing the tip of his sword directly at her.

"It would benefit you!" she cried out over the rain. "It would... benefit both of us!" She knew she couldn't beat him... not under these circumstances. So, she simply had to be smarter.

"I don't-"

"I'll hunt down pirates and bring them to you. You'll put them in jail and I'll keep their treasure and distribute it as I have been. It'll be a deal only you and I know about!" she rushed her words out, screaming over the rain.

The tip of his sword pressed against her neck, a small droplet of blood ran down her skin, mixing with the rain. She swallowed, not wanting to move and drive the blade any deeper.

Slowly, Bakugou knelt down. "Hah? You would betray your own kind?"

"I never said... I wanted to be a pirate," she hissed out. "I'll gladly bring you the types of scoundrels who ruined my village. I'll help you lock them up. We can be a... team."

"Me... team up with a pirate!" Over the rain she could hear his laughter.

"You want to catch pirates, don't you!? Keep the ocean safe!? I can do that for you, away from the eyes of the law! It's win-win for both of us," she breathed. Thunder rumbled in the distance as she silently waited for his answer.

"How do I know I can trust you?"

Looking at him intently, she pulled the small locket from around her neck, yanking down so the latch broke. "My locket. It's the last thing my... parents ever gave me. I will want it back when we've locked all the pirates up," she smirked, trying her best not to cry at the notion of giving it up.

His red eyes glistened for a moment, and he reached forward, grasping the broken chain. "If you have tricked me yet again, Uraraka. I will have your head delivered to me on a silver platter so fast, you will still be blinking. And the very last thing you'll see are my red eyes, glaring at your lying face."

She brought her other hand up and wrapped it around his. "I promise... I'm not lying. To be honest, I've never lied to you. Not once," she smiled gently. "This will keep my crew alive, it will keep the waters safe, and the people happy. I want this. I promise you."

"...Then," he sucked in a long breath of air, "it's... a deal," he said, squeezing his eyes shut.

Leaning forward, she brushed her lips against his. "A deal then," she smiled.

"HAH!?" he yelled, his cheeks turning red. She could see the color, even against the raindrops. "What the hell was that for?"

"Well, we had to seal it with a kiss didn't we?" she winked.

"You goddamn pirate," he scoffed. He slowly rose to his feet and glanced out over the fighting. "ENOUGH!" he yelled out, his fingers wrapped around the small locket, and he tucked it into his breast pocket.

She bit down on her lip and slowly pushed herself up, leaning against the steering wheel. Blood still trickled down her arm from when his sword made contact. She swallowed. He actually... agreed. Maybe something she said touched him. Or maybe he really believed in her abilities.

Maybe, Admiral Bakugou Katsuki wasn't as intense as everyone believed him to be.

He walked towards the center of the deck and slammed his sword into the wood. "I said, ENOUGH! Stop fighting!"

Around him, the fighting froze everyone turning to stare at the intense gaze of the Admiral.

"Admiral!?" The red head blinked, staring at him.

"We’re leaving," he began. "...This storm is too intense. It is not worth risking all our lives," he muttered. Under his feet, the boat swayed back and forth, the rain growing stronger by the second. "For now... we will let them go!" He growled, stomping down the stairs. "I won't risk the lives of my men."

Uraraka weakly followed behind him, her legs still trembling as she did.

Both the guards and the crew looked flabbergasted, shocked when Bakugou made his way over to the planks. "Let's go, Kirishima," he growled, waving his arm as he started to cross the plank.

"A-Are you sure?!" Kirishima asked, turning to look at Ashido with confusion. "You’re just going to let them go?" His eyes seemed to widen with joy.

"Yes. Fuckin' positive. Now get your ass here if you don't want to die." He turned to look back at Uraraka. "And I recommend some ships going back to shore until the storm passes," he hissed.

A free pass...

For now. If she proved herself, they would probably have a free pass for as long as they needed. She swallowed and mouthed the words 'thank you' to him, before he could turn around. The guards followed, removing the planks as they detached to the two boats.

Confused murmurs spread around both crews, and Uraraka turned to Sero, smiling.

"Get us back to shore," she said. "We don't want to be caught in this storm."

"What happened?!" Deku begged. "The Admiral doesn't give up fights like that!" he said, watching as the fleet began to retreat.

Uraraka gently placed her hand over her now bare neck. "...I think that's going to have to be a secret between myself and the Admiral."

~~

Bakugou tapped the pencil against his desk. His gaze fell upon the locket he kept locked in a small box at the side of his desk. His collateral, he supposed he could call it. Though at this point, he probably could have given it back.

Kirishima and Kaminari begged him to know what happened that rainy day a few months ago. They were desperate to know why he retreated, and he refused to tell them anymore than he already had.

Kirishima made plenty of guesses, but Bakugou would never tell him of the deal he made. The conjecture only got worse when Bakugou would arrest wanted pirates that just... "happened" upon the mainland.

"It's none of your goddamn business," he would say, and leave it at that.

And once a month or so, he would get a visit out of the blue. Usually he would enter his office and:

"Admiral~!" she hummed, and sat on his window sill, swinging her leg back and forth.

"Oi! Can't you use the door like a normal person!?" he snapped, shutting the door quickly behind him. He placed his hat down on the desk and unbuttoned his jacket, draping it over the chair.

"No! I can't!" she hopped down off the windowsill. "If I get caught in here by Kirishima or Kaminari, they'll ask questions, won't they?"

"Those idiots do that anyway," he grumbled. He unbuttoned the cuffs of his uniform, rolling his sleeves up as he took a seat in the chair. "Did you bring me some good shit?"

She pressed against his desk, standing directly in front of him. "Of course I did," she said. "Only the best for my Admiral."

Her fingers crawled up his shirt and she leaned forward, brushing their lips together, sealing their deal with her signature kiss. He wrapped his hand around her wrist, pulling her closer to him to claim her lips deeper.

His Pirate Queen.
