THIS WORK AND SUMMARY CONTAIN SPOILERS FOR THE WHOLE GAME!
Pen can't be shipped out so he's punished in Sandrock instead. He's stuck in jail for what feels like ages but is eventually allowed out with careful supervision from the Civil Corps so he can work menial labor tasks for the town. Most townsfolk are put off by his continued presence and whisper about him as he does his job, some even having the bravery to make quips at him in passing. The Builder is the only one that seems to pay him any mind, looking at him with a sorry expression he manages to only catch passing glimpses of, so quick he thinks he might have imagined it while working in the heat.
There is an upcoming masquerade swim happening around the Oasis, being catered to by the Blue Moon with some out-of-town guests swinging by for the shindig. Pen is tasked with security for the event and kept on a short leash by Justice and Unsuur. Or at least, he was supposed to be.
