Vash the Stampede: Hero or Menace?

It’s been two years since the July Incident and the disappearance of the Humanoid Typhoon. For those who don’t recall the leveling of an entire city, the ability-user called the Humanoid Typhoon caused the city of July to become an empty crater for seemingly no apparent reason. Reports speculate another mutant, Monev the Gale, to have been involved immediately prior to the incident, but no clear motive has been revealed for either party. The Humanoid Typhoon has since gone into hiding or was caught up in the devastation and killed during the attack. There were over 200,000 reported casualties and countless more displaced in the aftermath. Billionaire and philanthropist Nai Saverem has since taken it upon himself to rebuild July, and the citizens cannot thank him enough for his generosity. The Humanoid Typhoon has not been seen nor heard from since.
Now, ability-users are on the rise again, and after two years of relative quiet, the peace is being threatened by these so-called vigilantes. The latest to be making a name for himself is Vash the Stampede, who has caused over a million double dollars in damages and destruction of property alone in the last week. His costume also consists of an attention-seeking red coat like his predecessor the Humanoid Typhoon, orange goggles, and a black face mask, hiding his face like the criminal he really is.
