Jason Todd returns to Gotham with the intention of laying low for the foreseeable future. Get his little brother settled in at the manor. Wait for Batman to stop sniffing around his ankles at the alley. Get his criminal enterprise up and running. He's busy and the only way through is quietly. But Damian's lonely and lost and new to a city that doesn't quite ever like anyone that lives in it. So he's taken to hosting a Thursday night rooftop dinner picnic a few rooftops outside of the Alley.
He knows better, but he'll do anything to give this kid a semblance of normalcy.
