At this point it's March 1522, so they're 13. Most girls at the time were betrothed and married as young as 13 but the generally accepted age was 18. Young men were married as young as 14-15. So it's not all that surprising for them to be considered "adult" enough to come to court, as it was the best place for noble children to find a future spouse. I'm fudging their birth dates a little from canon to make them the same age, but I'm fudging a lot of things considering in this Anne is 17 and historically at this point she was 22.
