Summary
His mind hazy with exhaustion, Frankenstein simply could not comprehend the sight in front of him. The room in the inn he and Raizel had stopped at was simply furnished with a table, chair, small wardrobe, and… a bed. Only one bed. It felt like a poor movie cliché. How did we even end up in this situation?
“Master, you should lie down. The chair will be all right for me.”
Raizel shook his head. “Frankenstein, you need to rest.”
“I… I’ll be all right," he murmured. "Master, you expended a lot of energy recently. Please, you need to lie down.”
“No.”
They both seemed to realize the problem — neither of them were going to back down on this.
"Then we will share the bed. Is this an acceptable compromise?” asked Raizel calmly.
“What? No, we can’t!” exclaimed Frankenstein, purely from instinct, his cheeks reddening slightly.
“Frankenstein, either we will share this bed, or I will order you to sleep in it.”
That made Frankenstein stop short. He swallowed. “...Yes, Master. I suppose we will share the bed.”

There was only one bed, which makes Frankenstein and Raizel realize something about themselves.

Summary
As Raizel took the cup from his hands, Frankenstein reached out, gently trailing his hand down Raizel’s back and lingering at his waist. Such behavior was incredibly impudent and had the potential to go over terribly. But indeed, Frankenstein’s watchful eyes did not miss the blush that rose to Raizel’s cheeks. Success.
But just as he was about to tease Raizel more boldly, the object of his affection stepped away from his touch, leaving Frankenstein’s hand suspended somewhat pathetically in the air.
“I decline,” said Raizel.
“Wh—?” It took all of Frankenstein’s effort to keep himself from making a sound of surprise. He carefully worked his expression from shock to a neutral calm. His mind was racing. He knew for sure this time he had been having an effect on Raizel. So why was he denying himself? Frankenstein swallowed, lowering his gaze, and tucked his hands remorsefully behind his back. “I apologize for my insolent behavior…”

Frankenstein is a gorgeous man of the night who isn't used to being turned down. He and Raizel resolve one misunderstanding just to get into another. How can Raizel get it through Frankenstein's stubborn head that he loves him for who he is?

Bruce calls it monitoring.
Jason calls it a leash.
Tim calls it a bad idea approximately twelve minutes before Red Hood finds the first tracker and sends him a photo of it drowned in diner cola.
Assigned to keep Jason Todd from escalating a weapons-trafficking case into a body count, Tim expects resistance. He expects threats, broken surveillance equipment, encrypted insults, and Jason being exactly as infuriating as every report says he is.
He does not expect Jason to be careful with scared kids. He does not expect Jason to trust him with dead drops, safehouses, and secrets Bruce does not get to know. He definitely does not expect to end up in Jason’s lap at five in the morning, grinding against him while case files slide off the couch.
When a corrupt Gotham councilman puts a bounty on Red Hood and targets Tim as his handler, the case turns into a trap built around everything Jason is afraid to want and everything Tim is too tired to hide.
Jason Todd does not need a leash.
Tim Drake might need to stop pretending he only follows him for the case.
