I don't think Tin Man ever had a moment to fully realize he wont ever be human again. Due to not having a heart and getting rusted for a year then they went with Dorothy to find the wizard and to kill the witch and yadda yadda. Sooo he realizes it here and Scarecrow is there to help him!

Summary
“You know, for one without a heart,” the Scarecrow began as he moved to cleaning the small specks of red off of his companion's neck, bow-tie, and chest plate, “you are quite care full, my friend.”
“Hmm? What’s having a heart got to do with being careful?”
The Scarecrow was a bit taken aback, “Isn’t being care full the whole point of having a heart? Why, it’s all about being so very full of care, is it not?”
The Tin Woodman sat there for a moment, a little surprised and a little… something else? Perhaps… amused? But not without warmth in his expression.

It was hard to describe, but the Scarecrow couldn’t take his painted eyes off the Tin Woodman. He was just so intricate, so sturdy, so kind, that the Scarecrow longed to get a closer look.
