Unintentionally mixed in with the rest of the cannon fodder, he snaps two weeks after arrival and makes a bold escape attempt. This choice lands him back on the higher up's radar, and they're reminded of just what their plan with him was. Take a delusioned man, diagnosed with Clinical Lycanthorpy, and indulge that delusion. Make him a police dog.

You kept the rod just far enough to keep the sparks from licking at his clothes, but Leland almost seemed disappointed at the lack of contact, despite how hard he was fighting against you.
