Joining a group of criminals and finding out there's another werewolf in it was already going to make things a little dubious. But finding out that Tomura Shigaraki is also an alpha is a recipe for disaster. It's nearly impossible for two alphas to be in close proximity with one another unless they form a pack. Unfortunately, the other League members aren't wolves and can't fill that need for he and Duster. Shigaraki gives him an ultimatum, he either finds someone they can pack bond with, he leaves the group, or before the next full moon they'll fight to see which of them will bitch the other.
Dabi doesn't find another wolf, doesn't leave, doesn't win the fight.
