Tony is born with a soulmark.
Everyone is born with a mark- unless their soulmate is already dead. What’s unusual is how sometimes Tony has a mark and sometimes he doesn’t.
No one knows what to do with that. Marks only disappear when a person’s soulmate is dead. But one day, Tony had a mark and then the next he didn’t. Tony had barely had enough time to realize that something was wrong before it was back.

Steve is also born with a mark.
But when Steve is injected with the serum, his mark changes. Marks aren’t supposed to change. They’re supposed to remain static, as static as the fact that the sun rises in the east and sets in the west.

The Asset doesn't know if he was born with a mark or not.
He would probably say that he was born with one because everyone seems to have one but, if it's not important to his mission, then he doesn't know.
He does have one though. It appears immediately on his metal arm the first time they attach it to his shoulder.

Everyone is born with a soulmark but some people's marks are faulty.

Summary
A witch has held the Stark Kingdom in a bitter winter for almost twenty five years. Obadiah Stane is leading the armies into bloody wars, the Iron King Howard and his Queen were murdered and their child hidden away behind the castle walls.
Omega Prince Tony has spent his life with only Uncle Obadiah and a few servants to keep him company, but when he discovers a witch named Sunset and a secret about his parents death, he escapes the castle in the middle of the night and runs away into the forest.
Tony finds safety in a band of rebels led by Alpha Natalia and her six soldiers, so he hides with them while learning what he can about the history between Sunset and his Uncle Obadiah-- only to realize that HE is the one the legends prophesied to end the winter.
The stories say the one to break the curse will win the love of both Prince and Hunter, but no one knew that meant both a charming Prince and a brutal Huntsman would claim the Omega as mate.

Summary
At 25, Tony Stark watched as the government found a lost icon, and reintroduced him to the world. At 25, Tony refused to join the Avengers Initiative, only stepping forward to help when the world became endangered. He'd used the suit he'd created to fly a missile into the sky.
At 27, Tony watched as the group of heroes turned against the government. He watched as they teamed up with a man formally known as James Barnes, and destroyed the system. Steve Rogers had come to the conclusion that if the world he’d woken up in was in chaos, then they would force it to run as they wanted. It took one year before the group had systematically taken over the world.
Tony didn't grow up into a playboy. He didn't grow up in the spotlight like everyone had expected. He grew up fast, and mostly alone. So when the former heroes took over the government, he and a small group of friends went into hiding.
“Stark, I’ve been looking for you,” the man’s grin was anything but kind. Feral. Steve tilted his head as he stared at the face plate that had slid over Tony’s face. “Do you know, you’re just as pretty as your dad was, and even smarter.”
At the age of 28, Tony Stark became the most wanted man on the planet.
