Then, the music stopped and a different voice spoke, an old man’s voice, as if it were on a radio. And the music started again, more cheerful this time.
“What does it mean?” Mutli turned around to look at Quackity.
“It means,” he locked eyes with Multi. “As long as you're alive, you should love as much as you can.”
This time he saw a gentle smile on Quackity's face, like he meant those words. Maybe he did and that's why he chose that song.

Summary
Multi wasn’t particularly keen on developing a cure for some nosy spy who didn’t obey the rules, so the Regime Leader decided to strike where it hurt the most – he targeted the only thing that mattered to the scientist besides uranium.
That reckless decision awakened something dangerous, forcing Multi and Quackity to face things they had tried so hard to ignore.
