Bad cop doesn't like people. People don't like him. With them previously being associated with Lord business, people were already suspicious enough. After all, Why bother socializing when he already had Good cop?
Maybe socializing has some benefits, even if those benefits are an annoying construction worker who tries to see the best in everyone.
