The ominous clouds, dark and foreboding, had rolled over Skyhold from midmorning. By noon, the fortress was awash with the heaviest rain and sleet Cullen had seen in months. So heavy he could barely see in front of him as he left the rotunda to take the walkway to his office.
Something caught his eye.

There, in the deserted courtyard, stood Evelyn. No, not standing. She was twirling. It was difficult to see through the heavy sheets of rain, but her arms were in the air, and she was…laughing?

"I can't help it,” she says.
She isn’t well rested but she isn’t tired either, some reserve of urgency keeping her awake. She sits up and swings a leg over him to straddle his waist and just being there ratchets up the tension that's coiling inside of her. Evie splays her hands against Cullen’s chest and marvels that she can touch him like this, that he’s laid out like this just for her.
Cullen drags his hands up over her wrists, idly exploring and touching her.
“What can't you help?” he asks, his voice still rough from sleep.
“Touching you."

Summary
It’s not that Cullen’s jealous exactly as he watches every guest of the Winter Palace vie for Evie’s attention. Well, he is jealous but not because he believes any of them could steal her away from him (as surprised as he is that Evie cares for him, he still trusts that she’s honest about it). It’s more that he…misses her.
It's like she's at a different ball just next door to the one Cullen is attending. And he can see her in a flattering blue gown, looking more like a princess than some of the actual minor royalty in attendance, but he can't be with her. She swoops in from time to time but it's mostly to ask for intel and to place a comforting hand against his arm before floating off again somewhere else. The stakes of their mission are so high that he doesn't feel he should ask for anything more from her.
